William T. "Ted" Phillips, Sr.
Chairman
Ted Phillips founded Phillips and Jordan with his friend Ted Jordan in 1952. In 1959 the company was incorporated and Mr. Phillips was elected President and Chairman. Initially specializing in land clearing and grubbing, the company evolved into a diversified heavy construction company. Over the years Mr. Phillips has served on the board of directors for companies in the financial, real estate, energy, and construction sectors.
William T. "Teddy" Phillips, Jr.
CEO & Vice-Chairman
Teddy Phillips joined P&J in 1989. During his employment he has served as Vice President of Real Estate & Corporate Development and in 2009 was promoted to Chief Executive Officer. In 2012 Mr. Phillips was named President. Mr. Phillips majored in Business Management while attending Western Carolina University in Cullowhee, North Carolina and served on the university's Board of Trustees from 2000 to 2009. He currently serves on the board of directors of companies in the real estate and construction sectors.
J. Patrick McMullen
President & Treasurer
Patrick McMullen joined P&J in 1994 and in 2013 was promoted to President. He has overall responsibility for all administrative and operations functions. From 1994 to 2013 Mr. McMullen served as Executive Vice President, CFO, and Treasurer. In this role he was responsible for long and short range financial planning, the maintenance of P&J's accounting department, job cost records, and financial controller functions. Prior to P&J, Mr. McMullen was Vice President of Avisco, Inc., an environmental contractor. He has also worked for the accounting firms of Harb Goldstone Associates and Morris & Delarbe. Mr. McMullen holds a Bachelor of Science in Business Administration and Accounting from the University of South Florida.
Randy Jordan
Executive Vice President & COO
Randy Jordan joined P&J in 1994 as an estimator. In 1998 he was promoted to Vice President of North Carolina Operations. In 2005 he was promoted to Senior Vice President. In 2011 Mr. Jordan was promoted to Executive Vice President and Chief Operations Officer. Prior to P&J, Mr. Jordan worked as a project manager and estimator for Robbinsville Contracting, a civil construction company.
Connie H. Nichols
Senior Vice President & Secretary
Connie Nichols has been employed by P&J since 1973. Initially serving as executive secretary to Ted Phillips, she became Corporate Secretary in 1996. Ms. Nichols holds a business degree from Tri-County Community College.
Operations
Wendell E. Durham
Vice President, Power/Energy Group
Wendell Durham began his career with P&J in 1980 following seven years with the State of Alabama Highway Department. His first job with P&J was as a field engineer working throughout the Southeast. In 1985 he was transferred to Florida to establish the new Florida Division estimating department. In 1991 Mr. Durham was promoted to Assistant Vice President of the Florida Clearing Division. In 1995 he was promoted to Vice President of the Florida Clearing Division. In 2009, following a restructuring of P&J’s clearing operations he was given responsibility for all Power/Energy projects nationwide. Mr. Durham holds a Bachelor of Science in Civil Engineering Technology from the University of Alabama.
Ronnie Jordan
Vice President, California Division
Ronnie Jordan joined P&J in 1996 as Vice President and Area Manager for the Raleigh, NC division. Since 2003 he has managed P&J’s California Division, focused on land clearing, earthwork, and hazardous tree removal projects in the western United States. Prior to P&J, Mr. Jordan was President of Jordan Brothers Coal Company. He holds a Bachelor of Science in Business with a concentration in Finance from Western Carolina University.
Max G. Morton
Vice President, Tennessee Heavy Construction Division
Max Morton joined P&J in 1994 as a senior estimator/project manager and was promoted to Assistant Vice President in 1997. In 2006 he was promoted to Vice President. Mr. Morton oversees the heavy construction division based in Knoxville, TN.
Dudley Orr
Vice President
Dudley Orr joined P&J in 1995 as an estimator/project manager. In 2002 he was promoted to Vice President. His primary focus now includes senior estimating and proposal review for multiple divisions and markets that P&J serves. Mr. Orr is also a key leader in the emergency management market segment. Mr. Orr has a Bachelors Degree in Civil Engineering and a Masters in Business Administration from the University of Tennessee, Knoxville, with an extensive background in heavy civil construction work throughout the United States. He has almost 20 years of construction, design, and design-management experience, including over 10 years of large highway projects.
Cecil Patterson
Vice President, Oil/Gas Group
Cecil Patterson has been employed by P&J since 1978. He served in various administrative roles. In 1993 he became Corporate Counsel and Secretary. In 1997 Mr. Patterson transitioned to an operations role as a division manager. In 2004 he was promoted to Vice President and is responsible for various divisions including the Oil & Gas Group and the Disaster Recovery Group. Mr. Patterson holds a Bachelor of Science in Political Science from the University of North Carolina and Western Carolina University and a Juris Doctorate from the University of North Carolina Law School and John Marshall Law School.
H. Lin Riley, Jr.
Vice President, Heavy Construction
Lin Riley joined P&J in 1992 as Chief Estimator for the Tennessee heavy construction division. In 1993 he was promoted to Vice President of that division. In 2005 Mr. Riley moved to south Florida to manage the $112 million L-8 Reservoir project near West Palm Beach and other large heavy civil projects in the eastern US. Prior to P&J he held various senior management and estimating positions with Nello L. Teer Company, a heavy civil construction firm. Mr. Riley holds a Bachelor of Science in Natural Science from Campbell University.
R. Page Riley
Vice President, Heavy Construction
Page Riley has been employed by P&J since 1993. He has held the positions of Chief Engineer and Construction Manager. In 2006 he was promoted to Vice President with responsibility for the heavy construction group based in Greensboro, NC. This group primarily focuses on landfills, dams, and federal heavy civil projects. Prior to P&J, Mr. Riley worked for the Trumbull Corporation as Senior Estimator for heavy civil projects and for Nello L. Teer Company as an Engineer/Estimator. He holds a Bachelor of Science in Civil Engineering from North Carolina State University.

JoLana Bullock
Vice President, Human Resources
Jo Bullock has over 16 years experience in the human resources field in the construction, manufacturing, distribution and call center industries. Ms. Bullock joined P&J in 2005 and has direct responsibility for employee benefit plans, compensation, employee relations, policy administration, supervisor training & coaching, AAP compliance and serves as the company’s EEO officer.
Dorinda A. Futch
Vice President, Contract Administration
Dorinda Futch started with P&J in 1988 as Senior Contract Administrator for the Florida Division. In 1995 she took on Senior Contract Administrator responsibilities for the entire company, including training and providing guidance to the contract administration staff. In 2005 Mrs. Futch was promoted to Vice President of Contract Administration, centralizing the contract administration function company wide. Prior to P&J, Mrs. Futch worked as a Property Manager for Executive National Development Corporation and Construction Coordinator for Facet Properties.
Steve Rasmussen
Vice President, Information & Technology
Steve Rasmussen has been employed by P&J since 1994. He is responsible for managing all aspects of IT for P&J and related entities. Additionally, he provides analysis and evaluates information and business process requirements and helps fulfill corporate business needs relating to information technology. Mr. Rasmussen is responsible for all aspects of data networking, end user support, telecommunications, ERP and financial systems, and data analysis. In addition, he has orchestrated the development and implementation of industry specific applications for Equipment Management & Maintenance, Trucking & Disaster Debris Management systems, and Expense Reporting and Management. Prior to P&J, Mr. Rasmussen was Network Administrator for Robert Trent Jones, Sr. Golf & Coral Ridge Country Club in Fort Lauderdale, FL. He holds a Bachelors of Business Administration with an Accounting Minor from Northwood University, completed one year of a Masters in Computer Science at Nova University, and is a Microsoft Certified System Engineer (MCSE).
Steve D. Thompson
Vice President, Safety & Risk Management
Steve Thompson has been employed by P&J since 1990. After spending four years working in field operations he became a safety manager responsible for site inspections, compliance, training, investigations, safety manuals, and management of P&J’s Fleet Safety and Aviation Safety Programs. In 1998 Mr. Thompson was promoted to Corporate Risk Manager/Human Resources Manager, responsible for all aspects of health and safety and human resources. He was promoted to Vice President of Safety and Risk Management in 2003. In addition to safety certifications, Mr. Thompson holds a Bachelor of Arts from the University of Tennessee.
